Navy patents for interstellar tech, likely USAF disclosures of secret programs in 2020

I wonder if an effect similar in principle to this process for sorting ferrous and nonferrous metals by manipulation of time-varying electric and magnetic fields can be scaled down to the subatomic level so a preponderance of particle masses in an object can be oscillated in unison with a vectored inertial effect, resulting in a dynamic force focused in a desired direction, and so propulsion.
