"It may be", "could be", "was proposed".

I find this paragraph most telling:
Dan Hooper at the University of Chicago points out that while it's prudent to consider scenarios other than dark matter as a cause, very little is known about the inner region of our galaxy and the magnetic fields there.
Probably the best guess of the entire article!!!

Yes, but he forgot to add, "and their accompanying electric fields and associated Birkeland currents" to what they don't know much about , and "...so we ought to look into these other forces that we know are at work there and see if they might have something to do with things, instead of going off and inventing some other things out of whole fabric."
