Updates to electrostatic telescope & a novel plasma-circulation propulsion method.

Hi guys:
My radio telescope project has evolved into somewhat of an electrostatically enhanced, resonant-sweep, terrestrial-based, ISR device for Ionospheric charge wave measurements. It has also led to the idea of pointing 2 of the devices at each other to act like a charge-wave pump, and potentially offering a novel form of plasma propulsion that doesn't require on-board mass-ejection - just circulation.
