Great question!

Protons travel in one direction while electrons go in the opposite direction. The movement of protons (positive charges) in the same direction creates current flow and a magnetic field that compresses the dust/gas cloud together. Eventually the current flow through this dust cloud will create a great enough magnetic field to compress the dust into spiral arms. Once the dust cloud flattens and the spiral arms develop, electrons will flow out the periphery of the spiral arms and eventually be pulled back into the center. The reason we see a "jet" at present is because the dust cloud is blocking the electrons from traveling a curved path from the periphery of the rotation to the center. The positive central region is forced to attract electrons through a small opening in the dust cloud, creating a jet-like appearance. The electrons reach great velocities when traveling over long distances.
