Is this a phenomenon of the Earth itself, or is it a reaction to external influence, solar wind or ?

Weather is a tricky science—even more so at very high altitudes, with a mix of plasma and neutral particles.

In sudden stratospheric warmings (SSWs)—large meteorological disturbances related to the polar vortex in which the polar stratosphere temperature increases as it is affected by the winds around the pole—the polar vortex is weakened. SSWs also have profound atmospheric effects at great distances, causing changes in the hemisphere opposite from the location of the original SSW—changes that extend all the way to the upper thermosphere and ionosphere.

A study published on July 16 in Geophysical Research Letters by MIT Haystack Observatory's Larisa Goncharenko and colleagues examines the effects of a recent major Antarctic SSW on the Northern Hemisphere by studying changes observed in the upper atmosphere over North America and Europe.

In an SSW-caused anomaly, changes over the pole cause changes in the opposite hemisphere. This important interhemispheric linkage was identified as drastic shifts at altitudes greater than 100 km—for example, in total electron content (TEC) measurements as well as variations in the thermospheric O/N2 ratio.

Since this phenomenon involves a very large change in total electron content in the ionosphere, and results in an influence on local weather in the troposphere on the opposite side of the planet, what EM forces are in play here and if the N and S magnetic poles of Earth have something to do with it, how does this cause opposite ends of the planet to affect each other? What is the overall mechanism of this ??

That question seeks a very complicated answer way beyond my "pay grade" :)
However, it seems to be a situation similar to, but the REVERSE, of the ability of a plasma eruption on the sun which faces away from the earth to have an effect on the solar wind which does reach the earth. The close atmosphere of the sun is apparently effected all 360 degrees around and that influences the part of the solar wind we receive.
So, a SSW event at one of our poles , triggered by the solar wind, could have an electric plasma effect on our entire upper atmosphere, all 360 degrees around, once it gets past our protecting magnetic field and Van Allen belts. ( as the paper reports ,the effects are different over N America than over Europe for example)
These electric effects from the solar wind have been not allowed into the "climate change" discussions and reports at the UN IPCC as published so far. Solar effects have been limited to basically light and heat. That may be changing according to the reporting of Ben Davidson at Suspici0us Observers.

Along those lines there is a further complication. The Earth's magnetic field acts as a cushion against the solar wind, yet ever since it was first measured in the 1840's it has been declining at an alarming rate. Mainstream shrugs this off as part of some supposed "cycle" but the fact remains that it has exhibited a notable decline since first measured.
What effect will this have on weather?
Mars has very little magnetic field, and is periodically plagued with global storms characterized by mountain sized dust devils, which are essentially tornados. Why would Mars (35 million miles farther away from the Sun than Earth and with a far less dense atmosphere) have such severe weather?
