What are we looking at? Camera? Particle detector? What?

I have no idea really, but it's a 'video' from NASA I found linked somewhere today. I believe it is a 'camera' based on the starfield in the background. You can see the milky-way arm at one point.
What I found most interesting was the chaotic direction of the 'sparks' at times. Best to view at 0.25 playback speed.
