The Electric is never Static

Beyond the boundaries of established science an avalanche of exotic ideas compete for our attention. Experts tell us that these ideas should not be permitted to take up the time of working scientists, and for the most part they are surely correct. But what about the gems in the rubble pile? By what ground-rules might we bring extraordinary new possibilities to light? Don't think because this hasn't had a reply it doesn't have traction. I have shown it to several, who have shown it to several others, etc.

Something I see in this is ....... because electrons of same charge repel each other, unless there is some means of containment, magnetic or ?, they will seek a minimum density, sort of like Avogadro's Law.

That is like saying energy is never static. They're just forms of energy. But the top of the pendulum swing is static, that is to say potential energy.
