Because redshift is inelastic scattering, but in the forward direction according to quantum mechanics. This is what allows light to pass through all that plasma in space, because we are dealing with electrons with a high energy, not normal non ionized matter. Or is that non normal matter since 99.9% of the universe is plasma?
