Is Everything Electric?

Charge is the most fundamental aspect of all matter. So, yes everything is electric. You've probably seen the beginners guide on the front page of this site.

I would have to respectfully disagree. Motion is the most fundamental aspect of matter. Charge is derived from the motion of the particle. You could think of it as a "vibration" that is different harmonic of the fundamental aspect of the particle.
Motion is the most fundamental aspect of the matter part of the universe.
