Why does the incident have to be a meteor impact? If I have this figured out correctly it was probably a flare that hit the earth, and that would have occurred 12,900 years ago.

This is a pretty crucial question for Velikovsky people. Three ideas here then:
The Sun had a huge flare.
Electrical interaction between another planet and Earth.
The touch-down point could electrically blast rocks and send them a long way. If those rocks got modified then they might look like meteorites.
