Going from Cosmology Quest 2, the history sequence states it was Guilluame in 1896. Anybody have more information such as full name, paper?

His full name is Charles-Edouard Guillaime . He published an article called "La Température de L'Espace (The Temperature of Space)" in La Nature, vol. 24, series 2, pp.210--211, 234 (1896).
