It seems so obvious after reading that paper that the cosmic rays provide the positive charge of 'space' that Birkeland was describing when he talked about the sun's surface being negatively charged with respect to 'space'. The heliosphere is essentially nothing more than a double layer where the inbound flow of cosmic rays meets up with the outbound flow of solar wind. The lower energy protons from our own sun fade to virtually nothing outside of the heliosphere, but the high energy cosmic rays increase outside of the heliosphere because they haven't interacted with the heliosphere and the solar wind yet.

The solar wind ends up protecting us against a lot of the cosmic ray bombardment, as does our magnetosphere, but the cosmic rays are always streaming in toward the sun, just as cathode rays are streaming away from the sun and toward the heliosphere.

Hey guys

New to the EU and new to this forum.

From the responses to this post, would I be correct in assuming that papers of this nature are regularly published (although perhaps not as often as the EU community would like), and then are completely ignored by the mainstream? When I first saw this post I thought it was a bit of a breakthrough, but the responses suggest otherwise. Just being naive I guess, being a noob.

Does anyone know if the author of this paper is a "paid up member" of the EU community? Or is he an independent that has published this hypothesis through his own research?

I don't know the author, but he certainly uses a lot of material from Electric Universe sites.
