The rings are composed of large chunks of material, but they contain a high percentage of ultra-fine dust that is easily ionized. Dusty plasma tends to concentrate the discharges in the plane of the rings. The finely divided ring particles become oppositely charged and move out of and above the rings.
* I never heard of oppositely charged particles repelling each other before. What is meant here in reality? Please restate this in a way that makes sense, Steve or anyone.

Hi Lloyd,
Im not sure but i think what is said is that the dust particles become oppositely charged not towards each other but towards the ring? But yeah some clarification of the process itself would be appreciated.

The Great Dog interprets the sentence in light of the previous one. The ring particles are attracted to the ionospheric charge region, rather than to the ring. They are drawn out of the ring and "hover" above it because they gain a charge opposite to that which they carried while in the ring. In other words, they aren't attracted to other ring particles anymore.
There are no other dogs but The Great Dog
