Throwing cold water on hurricanes?

Beyond the boundaries of established science an avalanche of exotic ideas compete for our attention. Throwing cold water on hurricanes?

An interesting blog about Bill Gate's charitable foundation trying to reduce the strength of hurricanes with cold water. Would this have any effect at all? Are hurricanes electrical systems or temperature systems? Or both?
