The mainstream will never figure out plasma motions in space until and unless they embrace circuit theory as it is applied to plasma. Simultaneous observations from the additional Heliophysics spacecraft, Wind and STEREO, showed no solar radio bursts or interplanetary shocks, so the high-energy electrons did not originate from solar activity.
“This is a puzzling case because we’re seeing energetic electrons where we don’t think they should be, and no model fits them,” said David Sibeck, co-author and THEMIS project scientist at NASA Goddard. “There is a gap in our knowledge, something basic is missing.”

I think in Doc Scotts theory, the brownian motion predicition is that it is somewhat decreased at the start of the elctrons acceleration out into space. The elctrons are at a higher temperature nearer to the surface of the sun, when they first hit the huge voltage gradiant that accelerates them to millions of degrees in the corona they actually cool down. Historically, scientists have thought one way these particles get to such high energies is by bouncing back and forth across the bow shock, gaining a little extra energy from each collision. However, the new observations suggest the particles can also gain energy through electromagnetic activity in the foreshock region itself.
Just imagine for a moment trying to "understand" Birkeland's working cathode solar model (or any EU solar model) *without* understanding, comprehending, and acknowledging the importance and the necessity of the *electric field* that drives the process? That's basically why the mainstream is always "surprised" by every new observation of high energy particles in space.
It's relatively easy to understand why a charged particle accelerates toward (or away from) an electrode, particularly in the vicinity of the electrode. It's not so easy to understand why that acceleration process occurs if one absolutely, positively *refuses* to acknowledge the role of the electric fields that are ultimately responsible for the acceleration process.
To this very day the mainstream almost exclusively still uses "pseudoscience" to explain high energy plasma events in the solar atmosphere and the Earth's magnetosphere. Their need for pseudoscience is directly related to their refusal to acknowledge the *circuits*, and the electric field that drive the particle acceleration process. Alfven's double layer paper made the whole "magnetic reconnection" process irrelevant and obsolete in all current carrying environments, nevertheless the mainstream typically discusses 'reconnection' in relationship to "current sheets". Oy Vey. The mainstream level of ignorance is almost unfathomable, yet every new observation continues to be a big "surprise" to them. Birkeland and his small team of scientists literally understood more about the physics of the the solar corona, the Earth's aurora, and spaceweather forecasting in general in 1908 than the mainstream comprehends over 100 years later. It's just sad.
