One would think that in the observed 115-175 Mhz frequencies huge energetic steady intergalactic Birkeland currents should show very loud, very clear. Shouldn't they?

They're too diffuse. Galaxies are Bennett pinches, so the energetic emissions are concentrated. Intergalactic space is estimated to contain only one atom per cubic meter.
