I suggest it is likely a phenomenon related to Sonoluminescence

I guess it is a charge trap, normally water absorbs and emits charge (physical photons), the high speed jet creates an areas where charge is trapped (not really trapped it that it can not go anywhere, just the number of photons in this small area increases) and the charge density rises (number photons in small volume increases), and this causes the water to turn plasma, from liquid to plasma directly.

Just some loose thoughts.

Sonoluminescence was my first thought, too. But the bit about changing the atmosphere around the water squelching the effect suggests something else. The experimenter also said he had to use distilled water.

Between this and "EZ" water (Pollack), "simple" water has some amazing properties... maybe it's Dark Matter.
