That's quite a charge built up by friction, no magnets to induce electric current, so where does it come from? atmosphere or Earth ?.
Reminds me of the time I worked at Waterlow & Sons, printers, Dunstable, Beds. It was necessary for me to walk past the carbon paper machines. Revolving rolls of paper, nowhere near as fast as the polythene in the vid. The charge was enough to raise my shoelaces and standing long enough, it would untie the the bows. Put a hand too close and Zap! you earthed it.

Ahoy Royboy, I believe the consensus is - Static Electricity is still a mystery.

Here are two old TB posts on Static Electricity. Chromium6 provides many nice references in the first; I've lost several hours winding through them.

The main point – as I understand it – is mainstream’s inadequate explanations. I can say they haven't properly defined charge. The primary example is the continued belief that protons and electrons are equal and oppositely charged; based on the notion that atoms couldn't hold together otherwise.

There are many here with their own theories, myself included. Mine are based on Miles Mathis’ Charge field ideas. I would recommend;
